A talent platform is an internet enabled marketplace that allows work and talent to find one another. It connects organizations to free agents. People like designers, developers, writers, translators, lawyers, engineers, architects, accountants, customer support specialists, marketing and sales specialists, the list goes on and on. Consider Upwork Elance, for example. Its private talent cloud allows organizations to hire, manage, and pay freelancers on demand.

A one billion dollar a year business today, its network includes almost a million businesses, and three million freelancers for more than 180 countries. Here's how it works, a client posts a task, and its budget, either fixed price or hourly, free agents review tasks that are posted, and they apply for work that they're interested in. Clients can also search the database of available free agents, and invite one or more to submit a proposal.

Alternatively, the platform can recommend free agents who match the client's requirements. To be sensible about the time needed to screen proposals.
